PBS Plan & Implementation Review

Plan quality. Daily delivery. Practical next steps.

When outcomes are not improving, it is rarely because people do not care.
More often, the plan no longer fits the person’s current needs — or it is not being delivered consistently in real-world conditions.

This review identifies why progress has stalled and what needs to change across the plan, everyday practice, and the wider support system.

Service Overview

A PBS Plan & Implementation Review is a structured, person-centred review of:

  • whether the current plan reflects the person’s needs and context

  • how consistently the plan is being delivered (and what is getting in the way)

  • whether risk, restriction, and staffing are proportionate and defensible

  • what changes would increase safety, quality of life, and stability

The outcome is a practical implementation plan that helps teams deliver the support that was intended, reduce unnecessary restriction, and improve quality of life.

The sections below explain when a PBS Plan & Implementation Review is appropriate, what we examine, how we identify barriers to effective implementation, what you'll need to provide, and the practical outputs you can expect.

PBS Plan & Implementation Review

Review Focus Areas

Plan Fit & Functional Understanding

Does the current plan still reflect the person's needs, communication profile, quality-of-life goals, and the likely functions of behaviour—or have those needs changed over time?

Daily Delivery & Consistency

How consistently is the plan being implemented in everyday practice? Can staff deliver agreed strategies reliably across routines, transitions, and periods of increased demand?

Restriction Reduction Pathway

Are current levels of restriction and staffing proportionate to the person's needs and risks, and is there a clear, evidence-informed pathway to reduce restrictive practices safely over time?

Practice Leadership, Supervision & System Support

Are staff receiving the coaching, supervision, and operational support needed to deliver the plan consistently, or are systemic barriers creating implementation drift?

Ready to Take the Next Step

If you have a Positive Behaviour Support plan but outcomes have stalled, we'll help you understand why.

Together, we'll determine whether the barriers sit within the plan itself, how it is being implemented, or the wider support system—and identify the most appropriate next step.
